Acne Scar Skin Condition?

From what i have researched i have a case of Post-inflammatory hyperpigmentation (PIH) on my back and a bit on my chest. I dont have acne scarring like indentations and what not but the actual shadow that remains after. (im a picker so it doesnt help my situation) my question is can i correct this with any over the counter products such as gels or creams that bleach or lighten scars :) thank you so much
