What's a cheap, *THICK* concealer (in a powder) ?

Well I doubt you will be able to get a powder concealer with an heavy enough coverage to cover your eyebrows, why don't you just fill in your orignal eyebrows with black eyeliner. Or maybe try a stick concealer.
